Strip-out cost per m² in Dubai is useful only when the scope behind the rate is clear. Two offices or retail units can have the same floor area and still require very different budgets because the amount of material to remove, labour productivity, service-lift access, waste route, working hours, and reinstatement endpoint are different. For a credible budget, compare quotations on the same removal scope and commercial assumptions before comparing the AED/m² number.

How much does strip-out cost per m² in Dubai?
No single AED/m² figure can be responsibly applied to every Dubai strip-out without a defined scope and assumptions. A per-m² rate becomes useful only after the removal scope, building constraints, and handover condition are sufficiently normalized. If those inputs are missing, a number may look precise while hiding assumptions that later become clarifications, exclusions, or variations.
For early budgeting, m² can still be a practical denominator. The correct question is not only “What is the rate?” but “What exact scope and project conditions does that rate represent?”
When per-m² pricing is useful
Per-m² pricing works best when large areas repeat the same removal specification: similar ceilings, partitions, floor finishes, MEP boundaries, access route, working hours, and handover conditions. It is especially useful for normalizing repeated office floors or comparable retail units after the quantity and logistics assumptions have been agreed.
When per-m² pricing becomes misleading
It becomes weak when floor area is the only common measurement. Dense blockwork, wet areas, kitchens, heavy screed, extensive MEP, fixed joinery, long internal routes, limited lift access or extensive making-good can all increase effort without changing the floor area.
What is actually being priced in a commercial strip-out?
A commercial strip-out quotation should define the removal boundary before it defines the rate. The scope may include ceilings, partitions, floor finishes, joinery, fixtures, sanitary items and selected MEP elements. It may also include protection, temporary hoarding, debris handling, cart-away, disposal and final cleaning.
The important word is may. Every quotation should state what is included, what is retained, and where the contractor’s responsibility stops.
Finishes, ceilings and partitions
These are often the largest visible quantities, but their removal effort varies. A suspended ceiling grid is different from a plasterboard feature ceiling; carpet tiles are different from bonded stone; glazed partitions are different from blockwork. The measurement should describe the material and removal method, not only the surface area.
MEP removal versus isolation and disconnection
Removing an obsolete duct, pipe or cable is not the same commercial responsibility as isolating a live system, verifying or signing off that isolation, modifying a retained system or arranging a shutdown. The RFQ and project responsibility matrix should identify who isolates, who verifies or signs off, who removes, and what remains live.
Structural removal must be separated.
If the scope includes structural walls, slabs, beams, columns, new openings or temporary support, identify that work separately and confirm the project-specific engineering, temporary-works and approval requirements that apply. It may be integrated into one contract, but a generic interior strip-out rate should not silently absorb structural demolition or structural modification.
The four factors that change strip-out cost most
1. Labour and real productive time
Crew size alone does not explain labour cost. A paid shift contains productive removal, required handling, coordination,n and potentially waiting. If a crew can dismantle quickly but material cannot move through the service lift or loading bay, the bottleneck shifts from demolition speed to logistics.
For tender planning, separate productive work from required logistics and access waiting. This makes it easier to compare an open-site assumption with a live tower, mall or occupied building.
2. Access, lifts, loading bays and work windows
Access is a throughput issue. Security checks, permits to work, goods-lift bookings, common-area protection, service-corridor rules and loading-bay slots can change the number of useful removal cycles completed in a shift.

3. Waste handling, transport and disposal
Waste cost is not only the final truck or disposal charge. Material may need to be broken down, bagged, segregated, moved by trolley, transferred through a lift, held temporarily, loaded and transported. The longer and more controlled the route, the more labour and supervision the same quantity can consume.
The quotation should identify whether cart-away and disposal are included, who provides containers or skips, what route is approved, whether segregation is required and whether disposal records or manifests are required by the project, operator or applicable authority.
4. Reinstatement and the required handover condition
Strip-out price changes materially when the endpoint changes. “Remove the existing fit-out” is different from “make good after removal,” and both are different from returning a unit to a landlord-defined shell-and-core condition.
Reinstatement may involve patching, closing redundant penetrations, removing fixings, repairing local finishes, levelling surfaces, cleaning, or other project-specific obligations. The required endpoint should be written into the tender so bidders are pricing the same handover condition.

Why two spaces with the same m² can have very different prices
Imagine two 500 m² units. Unit A is an open office with carpet tiles, lightweight partitions and a suspended ceiling. Unit B is a former restaurant with tiled wet areas, screed, blockwork, kitchen services, ducts, sanitary fixtures and heavy fixed equipment. The floor area is identical; the removal mass, number of interfaces, and handling cycles are not.
The same difference appears vertically. A ground-floor unit with direct loading access may be easier to service than a higher-floor unit where every bag and dismantled item passes through a booked service lift. A fair price comparison therefore needs both quantity information and logistics information.
What should a strip-out quotation include?
- Defined removal and retention scope, tied to drawings or a schedule.
- MEP isolation, disconnection and removal responsibilities.
- Protection and hoarding requirements.
- Access assumptions: floors, lifts, stairs, loading bays and route length.
- Working hours and any operator-controlled activity windows.
- Internal debris handling, cart-away and disposal responsibility.
- Plant, access equipment or scaffolding responsibility where required.
- Final cleaning and the agreed handover/reinstatement endpoint.
- Clear exclusions, provisional items and assumptions for unknown conditions.
Common exclusions that make a cheap quotation look cheaper
A lower total can be commercially attractive for the wrong reason. Before comparing rates, check whether one bidder has excluded work that another bidder has included.

Reinstatement: where strip-out ends and fit-out begins
“Shell-and-core” is often used as a shorthand, but it should not be treated as one universal handover definition. The lease, landlord, operator, consultant or project brief may require a different endpoint.
For pricing, describe the endpoint in measurable terms: what finishes are removed, what penetrations are closed, what redundant services are capped or removed, what surfaces are repaired, what is cleaned, and what remains for the incoming fit-out contractor.
Dubai approvals: define the jurisdiction before pricing the approval risk
Approval requirements in Dubai depend on jurisdiction, property, scope, and whether the work remains non-structural. Do not assume that one office, mall or free-zone workflow applies to every project.
For example, within Dubai Development Authority jurisdiction, the DDA Fit-Out Permit service covers fit-out works for parts of buildings, offices and retail units and currently lists documents such as a building-owner NOC, relevant-authority NOCs and approved/proposed drawings. DDA also states that adding structural elements, changing use, or adding GFA should be routed through Building Modification. Its Demolition Permit separately covers approval for structural demolition work. These are DDA-jurisdiction examples, not a universal Dubai permit path.
How to compare two strip-out quotations fairly
Normalize the bids before ranking them. Quotations are meaningfully comparable only when their main commercial assumptions describe substantially the same job and handover endpoint.
